Neighbor just moved in from California, here's what I told him about license, tags and the property tax (corrections welcome)

A guy a few doors down from me in Johnson moved in from California a couple weeks ago and came over asking about the license, the car, and "this personal property tax thing somebody mentioned." I figured I'd write down what I told him in case it helps other new folks, and so the rest of you can correct me where I've got it wrong. Things change and I'm not the state.

**License.** First thing, nobody here says DMV. It's the revenue office, and in the paperwork it's the Office of Motor Vehicle under DFA. As I understand it you've got about 30 days after you establish residency to swap the license over. Bring the California license, proof of residency (a lease or utility bill with your name and address), your Social Security card, and plan on the vision screening. Call ahead or check the DFA site for what they want right now, because I've watched people get sent home over one missing piece of paper.

**The car with the expired registration.** His California tags ran out before he even left, and he was panicking about it. My understanding is that's not the dealbreaker he thought, since you're registering fresh in Arkansas anyway rather than renewing in California. You'll want the title (or the lienholder's info if there's a loan), proof of Arkansas insurance, and your ID. Ask them about any use tax or fees on a vehicle you're bringing in, because I don't know how it works when the registration lapsed. On the plus side, there's no smog check here like California, which he was happy about. 🙂

**Personal property tax.** This is the one that surprises people. California rolls it into the registration fee. Arkansas treats it separately. You assess your vehicles with the Washington County Assessor, and I believe you need that done before the revenue office will register the car. Then the county mails you a tax bill the following year, and it's due by Oct 15 or you get hit with a penalty. You also need the paid receipt when you renew your tags. So when a bill shows up in the mail that you don't remember asking for, it's not a scam. Don't toss it. Better yet, put a reminder on your phone.

That's about the extent of what I know firsthand. Has anyone been through the Fayetteville revenue office lately? I'd like to know if the wait is still bad mid-day, or if there's a better time to go. And if any of you who relocated here from out of state ran into something I didn't cover, drop it below. I'm going to send him the link to this thread and then probably feed him some brisket as a welcome, since I've got the smoker going this weekend anyway.

Good writeup, David. I think you got most of it right. One thing I'd add on the tax: that bill isn't just the county grabbing cash, a big chunk of it goes to the schools. So when the school board starts wringing its hands about millage every spring, this is the same pile of money showing up in your neighbor's mailbox. Tell him that so he at least feels like he's getting something for it.

Also it's not one and done. You assess every year, and I believe the window runs roughly January through May but double check with the assessor's office. The people who forget are the ones who end up with a penalty, and then they're standing at the revenue office with no paid receipt, wondering why nobody warned them. We did, in this thread, so there.

On the wait, I haven't been in a while, but my rule is early morning, middle of the week, never the last few days of the month and never right at lunch. Bring a snack, bring a book, bring more paperwork than you think you need. Honestly that's the same advice I give for any school registration too.

And yes, feed the man. Brisket is the correct welcome to Arkansas. Just brace yourself, because he's going to tell you about tri-tip within ten minutes and you'll have to be the bigger person.
